Le Plan Hiver présenté le 8 novembre prévoit l'ouverture de 120 places d'hébergement supplémentaires. Le même jour, une centaine de personnes se sont rassemblées devant la mairie de Tours à l'appel d'associations qui viennent en aide aux personnes à la rue.
L'association Utopia 56 Tours, le Collectif solidaire des réfugiés de Saint-Pierre-des-Corps et leurs soutiens appellent à un rassemblement le jeudi 8 novembre pour exiger des solutions aux problèmes d'hébergement auxquels sont confrontés des dizaines de personnes chaque soir.
Le 2 novembre, avec méthode et acharnement, la police a jeté à la rue de jeunes migrants. Ce n'est pas une bavure mais un acte politique concerté.
Le bâtiment réquisitionné le 31 octobre pour mettre à l'abri des personnes sans hébergement a été évacué le 2 novembre par la police. Une manifestation a rassemblé 150 personnes le lendemain.
Un élève de CE1 et ses parents ont été libérés après deux jours d'enfermement au CRA de Rennes. La préfecture d'Indre-et-Loire est condamnée à leur verser 600 euros.
